SUBSTANCE: invention relates to computer engineering. An image processing device comprises means of determining presence in surrounding pixels which are pixels to be processed by filtering, which is carried out locally with respect to an image, and using, for said filtering, pixels of a section adjacent to a section which includes said pixels to be processed; selection means for selecting from a plurality of methods a method for said filtering based on a boundary control flag when the determining means determines that a pixel of the adjacent section is contained in the surrounding pixels; and means of filtering said pixels to be processed using a method selected by the selection means, wherein the selection means is configured to select a filtering method after obtaining surrounding pixels located in the adjacent section, or a filtering method by generating fictitious data of surrounding pixels located in the adjacent section, by duplicating surrounding pixels located in the section which includes pixels to be processed, wherein said fictitious data are generated by duplicating surrounding pixels located on the boundary of the section.
