FIELD: image processing means.

SUBSTANCE: bit stream is decoded to generate decoded image data. First control information is decoded, indicating whether filtering processing of the image block has been performed from the image blocks of the decoded image data. Second control information is decoded, indicating whether filtering processing has been performed around the boundaries of the current slice, which includes said image block. Position of said image block is obtained, wherein the position of the image block is obtained from information on the size of the block of said image block. When the first control information indicates that filtering processing was not performed for the image block, the filtering processing is not applied to the pixels of the said image block. When the first control information indicates that the filtering processing was performed for the image block, filtering is performed for said block based on first control information, second control information and position of said current image block.
