SUBSTANCE: invention relates to the computer equipment. Image decoding device comprises the variable word length decoding module for the compressed data, encoding mode and index information obtaining, each of which is associated with the encoding unit, and for the control information obtaining for each slice candidates the motion vectors number changing; motion compensated prediction module for the prediction image generation using the motion vector, selected from one or more selectable motion vector candidates, and indicated by the index information the motion vector selecting; decoded image generation module by the differential image and the prediction image addition; at that, the motion compensated prediction module selects a spatial motion vector, which is obtained from located near the encoding unit decoded unit, or the motion time vector, which is obtained from the decoded picture, to which the encoding unit may refer to according to the index information.
EFFECT: technical result consists in the code amount reduction.
