SUBSTANCE: moving image decoding device is offered. The device decodes a bitstream, where the first unit obtained by dividing each frame, is divided into one or more second units and the moving image is encoded using interframe prediction. The device comprises output units for the first and the second prediction information, a decoding unit, a candidate list building unit, a selection unit. The selection unit selects the candidate for the inter-frame prediction information used for the inter-frame prediction of the second unit being a decoded object indicated by the index from one or more candidates for the prediction information in the list of candidates for the prediction information.

EFFECT: increasing the prediction accuracy for the unit being a decoded object.
