Device also includes output unit for the second prediction information that performs process of outputting candidate for the second interframe prediction information. Device also includes encoding unit that encodes index indicating interframe prediction information used for interframe prediction of the second block being encoding object.

EFFECT: technical result is enhancement of prediction accuracy for block being object of encoding.
