Encoding device comprises a block for outputting the first prediction information, that performs the process of outputting one or more candidates for the first inter prediction information; output unit of the second prediction information, that performs a process of outputting a candidate for the second inter prediction information; candidate list building block that generates a list of candidates for prediction information; a selection unit that selects a candidate for inter prediction information; coding block, that encodes an index indicating inter prediction information used for inter prediction of a second block that is an encoding object.
EFFECT: technical result is to improve the accuracy of interframe prediction for the block that is an encoding object.
