SUBSTANCE: group of inventions relates to non-combustible composite materials for making non-combustible sheets, including laminar ones, non-combustible structural materials, including the ones in the form of shaped sections, non-combustible moulded articles, etc., which can be used in aircraft, ship and automotive industry, construction, in infrastructure projects, as well as to a binder for producing the non-combustible composite material. Described is a non-combustible binder for making a composite material containing metal oxide and a phosphate bond, wherein the phosphate bond is selected from a group of aluminium, chrome aluminium, boron aluminium, and the binder contains an organic resin selected from a group of epoxy-diane resin, phenol-formaldehyde resin and urea-formaldehyde resin with the following ratio, weight parts: aluminophosphate, chrome-aluminophosphate or boron-aluminophosphate binder 70.6-60.0; metal oxide 20.0-11.8; epoxy-diane resin, phenol-formaldehyde resin and urea-formaldehyde resin 20.0-15.0.

EFFECT: development of a non-combustible composite material based on an organomineral polymer matrix with improved plasticity and inflammability, as well as a binder for its production.
