Disclosed is a filtering method for performing deblocking/filtering of a boundary between an intra pulse code modulation (IPCM) block and a non-IPCM block that are adjacent to each other in an image. Filtering method comprises a step of determining a first quantising parameter for IPCM block using a first quantising parameter used for quantizing non-IPCM block, wherein second quantising parameter is determined using difference information indicating difference between quantising parameter for block, which is before current block, which should be processed, and quantising parameter for current block, wherein difference information indicates a zero value, and current block is IPCM block. Further, method comprises deblocking filtering on boundaries using determined filter strength of deblocking filtering.

EFFECT: technical result is deblocking on boundary between adjacent blocks in an image.
