SUBSTANCE: invention refers to tobacco raw material swelling system. According to the invention, the tobacco raw material is contacted with saturated steam (first steam) in the swelling device to subject the tobacco raw material to swelling in order to form swollen tobacco raw material, and then a opportunity is provided for the swollen tobacco raw material to dissipate its heat in the heat dissipation device until the temperature of the swollen tobacco raw material reaches the initial expansion temperature lower than the dew point of the superheated steam, prior to drying of the swollen tobacco raw material with superheated steam (second steam) in a flash dryer.
EFFECT: provision of volumetric expansion of tobacco raw material efficiently without excessive increase of energy consumption for drying treatment.
