SUBSTANCE: invention relates to computer technologies intended for issuing parking passes. Technical result is achieved due to a user inputting an identification code to dispensing device, dispensing device outputting a parking pass to a user, recording parking pass in a file stored in memory of a centralization server, transmitting from centralization server to dispenser a recording file or restriction file containing a list of restrictions for identification code entered by user, and modifying subsequent parking pass, based on recording file or restriction file, for each identification code depending on parking pass, issued previously and recorded in recording file, wherein each modification is associated with a parking area and a time interval.
EFFECT: technical result consists preventing users from exceeding maximum parking time in a parking zone.
