These parameters are achieved through the formation of nanoscale oxides of cobalt (III) and nickel (III) oxyhydroxides at the level of 10-40 nm during the synthesis by the method of ionic layering on the substrate surface, some of which are formed by nucleus-shell structures.

EFFECT: formation of electroactive layers, in which an increase in the specific capacity is provided.
