SUBSTANCE: submarine vessel propulsor includes flap- or wing-like hydrodynamic elements located outside the streamline hull, and a device providing the transverse movement of these elements relative to the water washing them and located inside the vessel hull. The device is made in the form of an electric motor, which is coaxially located in the vessel hull, and an output shaft. The output shaft is directly connected to a flywheel driven by the electric motor into cyclic multi-speed rotation.

EFFECT: noiseless movement of a submarine vessel over considerable distances.
