SUBSTANCE: titanium-based material or a titanium alloy-based material, in which as part of an oxide film formed on the surface of titanium or titanium alloy, the composite ratio for TiO(ITiO/(ITi+ITiO))×100, determined from the peak intensities in the X-ray diffraction pattern for TiO (ITiO) and the peak intensities in the X-ray diffraction pattern for metallic titanium (ITi) for X-ray diffraction, measured at a magnitude of the radiation incidence angle to the surface of 0.3°, is 0.5% or more. There is also a method for producing a titanium-based material, a fuel cell separator and a fuel cell based on a polymer electrolyte.
EFFECT: group of inventions allows the production of a titanium-based material or a titanium alloy-based material characterized by excellent electrical conductivity in contact with carbon and excellent durability.
