The proportion of TiO [ITiO/ (ITi+ITiO)×100], determined from the maximum intensity ITiO of diffraction peaks TiO and maximum intensity ITi of diffraction peaks of metallic Ti on the X-ray diffraction pattern of the surface oxide film of coating is greater than or equal to 0.5%.
EFFECT: invention allows to maintain a low resistance of contact with the electrode and a good initial efficiency of electricity generation.
