SUBSTANCE: invention relates to processing video data. Method for processing video data comprises: processing one or more initial syntax elements in the syntax of a video parameter set (VPS), associated with the video bitstream; receiving, in the VPS syntax, an offset syntax element for the VPS syntax, wherein the value of the offset syntax element is equal to the number of bytes in the VPS syntax, for which processing should be skipped, wherein one or more of the initial syntax elements precede the offset syntax element in the VPS syntax; based on the offset syntax element, skipping processing of at least one syntax element in the VPS syntax; processing one or more additional syntax elements in the VPS syntax, wherein one or more additional syntax elements are located after said at least one syntax element in the VPS syntax.

EFFECT: technical result is the simplification of processing the syntax elements in a video parameter set by using an offset syntax element.
