SUBSTANCE: invention relates to wireless communication. Invention discloses an evolved Node B (eNB) and methods for determining priority values for user equipment (UE). Method performed by the eNB scheme includes receiving, in the eNB, a usage report from the UE. Usage report includes information indicating the channel usage time and the transmission power of the UE. Method includes determining, using the usage report, the priority values for the UE.
EFFECT: method includes sending priority values to the UE, the UE use the priority values to perform distributed device-device scheduling (D2D) through a D2D connection to a second UE.
