FIELD: meteorology.

SUBSTANCE: group of inventions refers to meteorology. Heating up the air flow due to sunlit blackened surfaces, placed on several tiers. Artificial vortex motion is stimulated in said ascending air flow. Orient the planes of these lines automatically perpendicular to the flow of air. Device contains a chain of lines, a lifting device and impellers. Layers are made with blackened surfaces, placed one above the other along cable (1) almost perpendicular to it. Lifting means is arranged to lift said string of tiers for said cable. Impellers are placed motionlessly on said cable (1) and are designed to stimulate the vortex motion of air on the axis of said upflow of air.

EFFECT: creation of air circulation channels through the anticyclone back-up layer for ventilation and discharge of pollution from the surface layer, scattering of fogs, meteorological studies under controlled conditions and other similar tasks is provided.
