SUBSTANCE: invention relates to a measurement technique and can be used to accurately measure the flow rate and flow rate of a dielectric substance (liquid, gas, bulk material) transported through a pipeline. Technical result is achieved by the fact that in the proposed method for measuring the flow rate of a dielectric substance transported through a pipeline consisting in the sounding of a flow by electromagnetic waves, reception of electromagnetic waves scattered on the inhomogeneities of matter and determination of the Doppler shift of the frequencies of probing and received electromagnetic waves, measuring the phase velocity of electromagnetic waves in a controlled substance and, by changing the frequency of the probing waves, maintaining a constant value of the ratio of the frequency of the probing waves and the phase velocity of the waves, the sounding of the flow by electromagnetic waves with their frequency, which ensures the constant value of the ratio of this frequency and the phase velocity of the waves, is realized in two directions, forming a right angle between them, Doppler shift of the frequencies of the probing and received electromagnetic waves is determined in each direction and their rms value is found, by which the velocity of the flow of the dielectric substance is judged.
EFFECT: technical result of the present invention is to improve the measurement accuracy.
