SUBSTANCE: invention relates to the field of organic chemistry, namely to a heterocyclic compound of formula (IIB) or to its pharmaceutically acceptable salt, where E represents -CH2- or-CH(CH3)-; Q represents -CH2-; Z is hydrogen; V represents C-R22 or N; R12 is hydrogen; R15 represents a difluoromethoxy group; R16 represents hydrogen, halogen or C1-C6-alkyl; R is hydroxy (C1-C6)alkyl or (C1-C6)alkylsulfoxyminyl; or R21 represents cyclobutyl, this group may optionally contain 1, 2 or 3 substituents independently selected from C1-C6-alkyl and hydroxy groups; R22 is hydrogen; and R23 is hydrogen. Also the invention relates to a pharmaceutical composition based on a compound of formula (IIB), its use and a method for the treatment of rheumatoid arthritis or Crohn's disease.
