Determination processor computes a motion estimation line using a time series of the considered vehicle moving along the first route. Determination processor retrieves an event that the considered vehicle encounters based on the positions of the intersection points between the motion estimation line and the second route having an intersection point with the first route. Determination processor determines the environment using the relationship between the retrieved event and the considered vehicle.

EFFECT: provides event retrieval in accordance with meetings with the considered vehicle.
