SUBSTANCE: group of inventions relates to the field of vehicle driving planning. Driving planning device contains: driving planning processor, which develops a driving operation plan for the considered vehicle moving along a route. Driving planning processor determines the action for each of the many events that the vehicle in question encounters in the form of a time series when driving along the first route, and creates a sequence of driving operations plan for the environment, which said vehicle meets, using the contents of each action defined for each of the many events. When determining the action of moving forward for one event and when determining the action of stopping or indeterminateness for another event, which must meet next after said one, driving planning processor compiles a driving operation plan so that the vehicle in question moves forward through the one event and stops based on the position of the other event.

EFFECT: provides a quick definition of a driving plan according to the environment with which the said vehicle is encountered.
