SUBSTANCE: invention relates to decoding images. Image decoding device comprises: a decoding block of the intra-frame brightness prediction mode, which decodes the first syntax element related to the intra frame prediction mode of the brightness signal; block decoding mode intraframe prediction of color difference, which decodes the second syntax element relating to the mode of intraframe prediction of the color difference of the color difference signal; block intra-frame prediction of the brightness signal; and an intra-frame prediction unit of the color difference signal; moreover, when the aspect ratios of the pixels of the luminance signal and the color difference signal are different, an intra-frame prediction mode decoding unit extracts a second intra-frame prediction mode from the first intra-frame prediction mode based on the conversion table.

EFFECT: technical result is to provide efficient decoding of the image signal as a result of intraframe prediction of signals in accordance with the color difference format.
