FIELD: imaging technology.

SUBSTANCE: invention relates to the technique of dividing an image into blocks and performing encoding and decoding for each of the separated blocks. Devices and methods for image encoding and decoding are proposed, which divide the image into blocks and perform encoding and decoding for each of the separated blocks. The primary signal block divides the primary image signal into rectangles having a predefined size and generates a primary signal block. The secondary signal block divides the secondary image signal into rectangles having a preset size and generates a secondary signal block. The primary signal prediction unit predicts the primary signal, and the secondary signal prediction unit predicts the secondary signal. The primary signal is a brightness signal, and the secondary signal is a color difference signal. In the case of intra-frame prediction, the block of the primary signal and the block of the secondary signal are divided into blocks independently of each other, and in the case of inter-frame prediction, the block of the primary signal and the block of the secondary signal are divided into blocks together. The block of prediction of the secondary signal can perform intra-frame prediction of the component, consisting in the prediction of the secondary signal from the decoded primary signal, and this intra-frame prediction of the component is limited if the size of the block of the primary signal is greater than or equal to the preset size.
