SUBSTANCE: invention relates to a technique for dividing an image into blocks and performing coding and decoding for each of the divided blocks. The primary signal block dividing unit (101) divides the primary image signal into rectangles having a predetermined size and generates a primary signal block. The secondary signal block dividing unit (101) divides the secondary image signal into rectangles having a predetermined size, and generates a secondary signal block. The primary signal predictor (102) predicts the primary signal, and the secondary signal predictor (102) predicts the secondary signal. The secondary signal prediction unit (102) may inter-prediction prediction of the secondary signal from the encoded primary signal, and the inter-prediction is limited based on at least one of the block size of the primary signal and the block size of the secondary signal.
