SUBSTANCE: invention relates to image processing. Method of video image decomposition into coding/decoding units by video encoder or video decoder includes: obtaining input data associated with a current video image block; determining the partition tree structure corresponding to the partitioning to split the current video image block into one or more end sub-blocks, wherein the conditional partitioning includes a conditional binary partition which uses the first condition if the predetermined breakdown tree structure block is horizontally broken into an upper block and a lower block, or a second condition if the predetermined breakdown tree structure block is vertically broken down into a left block and a right block, and wherein lower block is not allowed to break into first lower left unit and first lower right unit in accordance with first condition, and the right block is not allowed to split into a second upper right block and a second lower right block in accordance with the second condition; and use of encoding or decoding, including prediction, conversion or both of said operations to current video image block by applying encoding or decoding at a level corresponding to final sub-blocks.

EFFECT: technical result is high efficiency of encoding video images.
