SUBSTANCE: invention relates to computer engineering. Method of decoding the selection adaptive offset (SAO) comprises obtaining context-coded information about the merge left SAO and context-coded information about the merger up SAO from the bit stream of the maximum coding unit (MCU); obtaining SAO on/off information from the SAO type information of said MCU by performing context decoding on the bitstream; in response to determining that the SAO on/off information indicates that the SAO operation is being performed, obtaining information on the absolute value of the MCU shift by performing bypass decoding on the bitstream; in response to determining that the SAO type information indicates the type of band shift, performing the SAO operation for the MCU includes: obtaining information about the position of the MCU band by performing bypass decoding on the bitstream; and outputting the reconstructed MCU by applying the absolute shift value information corresponding to the band position information to the reconstructed MCU samples.

EFFECT: technical result consists in minimizing the error between the original and the restored image.
