SUBSTANCE: invention relates to communication engineering and can be used in communication systems. For this purpose in the method location of frequency-time resources of a downlink signal is determined, wherein the downlink signal comprises at least one signal from a synchronization signal, a broadcasting signal, a common control channel signal, a common reference signal or a measurement reference signal, wherein downlink signal frequency-time resources are located on a plurality of carrier frequencies for a predetermined time, and said plurality of frequencies are part of frequencies within the bandwidth of the carrier; and transmitting downlink signal in accordance with location of downlink frequency-time resources.
EFFECT: high quality of communication of terminal devices.
