SUBSTANCE: invention relates to the computer equipment. Method of decoding a stream comprises receiving a stream representing at least one encoded image; identifying, from a stream, a predetermined plurality of groups of blocks; processing a first block in a given block group, comprising: determining that the first block is first in block order in a given group of blocks; in response to determining that first unit is first in order of blocks in said group of blocks, entropic decoding of first unit based on first probability data set; de-arranging the first block and inverse transformation of the first block and processing of the second block in the given group of blocks, comprising: determining that the second block is not the first in the order of blocks in the given block group; in response to the determination that the second block is not the first in the order of blocks in the given block group, entropic decoding of the second block based on the second probability data set and dequantizing the second block and inverse transformation of the second block.
EFFECT: technical result consists in improvement of quality of video signal compression.
