SUBSTANCE: invention relates to the computer equipment. Image encoding device comprises a unit for dividing into blocks, performing recursive separation of image into rectangles of specified size and generation of target coding unit; and an encoding unit which encodes information on division into blocks of the target encoding unit, wherein the unit for dividing into blocks includes: a unit for dividing into four units, which divides the target unit when recursively dividing into four blocks in a horizontal direction and a vertical direction and generating four units; and a unit for dividing into two units, performing separation of the target unit in recursive division into two units in a horizontal direction or vertical direction and generation of two units, wherein when previous recursive separation is division into two blocks, unit for dividing into two units prohibits separation of target unit of current recursive separation in same direction, in which this unit was divided at previous recursive separation.

EFFECT: technical result consists in improved efficiency of coding.
