FIELD: encoding.

SUBSTANCE: invention relates to a means for encoding an image. The block dividing block performs recursive division of the image into rectangles of a given size and generates a target encoding block. The encoding block encodes the block division information of the target encoding block. The block dividing block includes: a four-block dividing block performing dividing a target block by recursively dividing into four blocks in a horizontal and vertical direction, and generating four blocks; and a dividing block into two blocks performing dividing the target block into two blocks in the horizontal or vertical direction and generating two blocks. In the case when the previous recursive division is a division into two blocks and the target block is of a given size, the dividing block prohibits the division of the target block in the same direction as this block was divided in the previous recursive division.

EFFECT: invention improves encoding efficiency.
