SUBSTANCE: invention relates to mobile communication. In base station (100) controller (101) determines one set of multiple sets, each of which contains one or more potential versions for uplink control channel (UL), during initial access, and identifies one potential version of one or more potential versions for a resource that is included in a specific set. Transmitter (114) indicates to terminal (200) a certain set by signalling of a higher level and indicates a certain potential variant by means of dynamic signalling. Receiver (116) receives UL control signal using resource corresponding to certain potential variant in certain one set. In base station, relationship between value to be indicated by higher level signalling, and multiple sets are configured for each one or more parameters related to initial access.
EFFECT: technical result consists in more flexible allocation of PUCCH resources during initial access.
