SUBSTANCE: method for encoding an image, comprising: generating a transform block by performing transform and quantization of a current processing block; dividing the transform block into sub-blocks based on the fact that the transform block is a non-square block, the sub-block including a non-square sub block; and entropy coding the transform block coefficients based on the first scan order and the second scan order, the first scan order being the scan order between the coefficients of the coefficient group of the non-square sub-block, the second scan order being the scan order between the sub-blocks, and wherein the number of coefficients in a non-square block is determined based on the width and height of the current processing block.

EFFECT: reduced amount of data required for encoding the transformation coefficient.
