SUBSTANCE: invention relates to telecommunications, in particular to devices for evaluating the effectiveness of information exchange in communication systems. This device consists of units for calculating the cybernetic power and the total cybernetic power of the communication system, according to the invention, to implement the corresponding functions, the first counter, the first divider, the adder, the multiplier, the subtractor and the fourth divider, the output of which is the third output of the device, are additionally introduced. The second counter and the second divider are connected in series. The output of the second divider is connected to the second input of the adder. The third counter and the third divider are connected in series. The output of the third divider is connected to the second input of the multiplier. There is a measurement control unit the first and second outputs of which are, respectively, the first and second outputs of the device, while the first output of the measurement control unit is connected to the second input of the third divider, the second output is connected to the second inputs of the first and second dividers, the second input of the subtractor is connected to the output of the unit for calculating the cybernetic power, and the second input of the fourth divider is connected to the output of the unit for calculating the total cybernetic power of the communication system.

EFFECT: improving accuracy of estimating efficiency of information transmission, by measuring the total average number of information losses (packets) and the intensity of the flow of retransfer by determining on their basis the power of information losses of the communication system and using it to refine the values of cybernetic power and efficiency of information transfer.
