SUBSTANCE: invention relates to systems and methods for authenticating users with accounts in network transactions. The system for user authentication has a directory server connected with the ability to communicate with a merchant plug-in interface (MPI) associated with the merchant and communicate with an account issuer associated with the user. An authentication request is received including billing account credentials associated with the account. An authentication request associated with a transaction between the user and the merchant is defined, the authentication request including billing account credentials associated with the account. An authentication confirmation request is transmitted to the account issuer, and authentication encouragement is obtained in MPI, wherein when no authentication confirmation is received from the issuer in response to the authentication confirmation request, user authentication is required based on said authentication request.
