SUBSTANCE: group of inventions relates to mining and excavation machines and, in particular, to a cutting device for a mining or excavation machine. The device for excavating rocks contains: a shaft containing the first part and the second part connected to the end of the first part, a cutting element containing a cutting edge, wherein the cutting element is supported on the second part of the shaft and is made with the possibility of rotation around the second axis, and eccentric mass located adjacent to the first part of the shaft. The first part of the shaft is made with the possibility of rotation around the first axis, while the second part of the shaft passes along the second axis, which is inclined relatively to the first axis. The cutting element contains a front part and a rear part, wherein the front part is made with the possibility of coming into contact with the rock formation, the rear part is located at a distance from the front part in a direction parallel to the second axis, wherein the rotation of the first part of the shaft around the first axis changes the orientation of the second axis and the orientation of the front part. The eccentric mass is made with the possibility of bringing it into rotation around the axis of the exciter, while the rotation of the eccentric mass causes vibrations of the shaft and the cutting element.
