FIELD: metallurgy.

SUBSTANCE: invention relates to metallurgical production and can be used in evaluating concentration of components of molten steel in a refining plant. Device comprises a spectrometer installed outside the neck of the converter of the refining plant with the possibility of receiving radiation coming from the neck of the converter, and configured to measure the rate of change in the intensity of the radiation spectrum resulting from the reduction reaction of iron oxide in the slag during the oxygen blowing process, an input device, a database of models of the reaction of the oxygen blowing process, model calculation unit configured to estimate concentrations of molten steel components, and a model determining unit configured to estimate the carbon concentration in the molten steel based on said measurement information and determine the formula and model parameters for use by the model computing unit. Invention covers also the method of evaluation and production of molten steel.

EFFECT: use of inventions makes it possible to increase accuracy of estimation of carbon concentration in steel.
