SUBSTANCE: to achieve the technical result, the user equipment containing a processor, receiver and transmitter circuits, initiates the process of obtaining a system information block (SIB) of the first type. The SIB of the first type includes the scheduling information of a system information (SI) message containing an SIB of the second type and an indication of the broadcast status for the SI message indicating delivery on request. The user equipment accepts the SIB of the first type, transmits the SI request messages, and initiates the process of receiving the SI message.

EFFECT: reduced time of reception of system information, as well as reduced consumption rate of radio resources.
