SUBSTANCE: group of inventions relates to video signal processing technologies using external prediction. Disclosed is a method of decoding a video signal using external prediction. Method comprises a step of constructing a list of reference frames for a current frame in a video signal. Further, prediction is performed for the current frame based on the list of reference frames. Construction of the list of reference frames includes a step of obtaining the number of records of the list of reference frames. Also, reference frames are marked for each of the records of the list of reference frames as a short-term reference frame (STRP) or a long-term reference frame (LTRP) by the number of records.
EFFECT: high accuracy of forming forecast samples.
