FIELD: wireless communication.
SUBSTANCE: technical result is achieved due to the fact that, in order to maintain the relation between neighbouring cells, the first node, based on the frequency value information and/or PCI information of the target cell, requests the second node to configure a measurement and issue a command to the terminal to transmit information related to automatic neighbour relation (ANR), wherein the ANR-related information is transmitted to the first node via the second node. The second node, based on the frequency value information and the PCI information of the target cell, configures a measurement and issues a command to the terminal to transmit the information on the predetermined cell and the system broadcast information of at least one cell.
EFFECT: reduced network resource consumption.
