SUBSTANCE: invention relates to wireless communication means. A scheme is proposed, made with the possibility of filling a field of SPS activation/deactivation in DCI with a set pattern of bits, as well as a transmitter made with the possibility of transmitting DCI to the first UE, so that the first UE starts the periodic transmission of signals to the second UE or stops the periodic transmission of signals to the second UE based on the field of SPS activation/deactivation. In this case, DCI is in SPS format formed by means of using part of or all bits of at least one field of DCI format as a field of SPS activation/deactivation, and information, which should be transmitted in at least one field, is indicated using or by means of RRC or MAC signaling.

EFFECT: reduction in losses for resource control.
