SUBSTANCE: inventions group relates to the field of maintenance of a railway track, in particular, to methods for forming a protective layer under ballast and to sets of machines for forming a protective layer under ballast. The complex of machines contains two bar sections and a recycling section. Bar sections are equipped with bar devices and cut material transportation systems. The recycling section is equipped with a ballast cleaning system and a system for dividing the cleaned crushed stone stream into two streams: for recycling and for track ballasting. The first bar device cuts out the top layer of ballast. The second bar device is the remaining ballast layer and the top layer of the subgrade. The entire cut top layer is divided into cleaned crushed stone and weed. Part of the crushed stone is fed for recycling to the crushing plant. The protective layer material is prepared by mixing the weed with crushed gravel.

EFFECT: invention makes it possible to use all the cut ballast for re-laying on the road.
