SUBSTANCE: invention relates to the field of controlling road traffic. System for detecting traffic violations includes at least one mobile patrol complex and a control centre, configured to exchange data, wherein said control centre is in turn configured to compile a database with the coordinates of maximum permitted speed zones based on satellite navigation data, as well as store and process materials of the violation evidence base. The patrol complex is configured to collect photo and video materials in motion, recognise and record state registration plates, measure the speeds and coordinates of vehicles based on satellite navigation data relative to the own navigation data, determine the maximum permitted speed for the areas of location of the vehicles by comparing the coordinates of the vehicles with the coordinates of the permitted speed zones stored in the corresponding database, then comparing the measured speeds with the maximum permitted ones for the areas in question, and form materials for the violation evidence base if at least one vehicle exceeds the speed by more than the permitted amount.
EFFECT: automatic detection of violators exceeding the speed limit by the patrol complex in motion.
