SUBSTANCE: invention relates to the field of traffic control. The invention for fixing the fact of a traffic accident at an intersection works as follows. Recognizing and review-recognizing video cameras installed at the intersection record a digital video stream and transfer it to an electronic computing device with a pre-installed algorithm for detecting an accident. Data transmission is carried out via a wired data transmission device over an Ethernet network. The electronic computing device determines the location of the accident within the intersection zone, determines the type of accident, the number of participants and classes of vehicles, fixes the state registration plates of the vehicle numbers of the participants in the accident, as well as the exact time and date of the accident, and sends photographic materials and/or freeze frames of the processed video materials to a remote information processing center using a wireless data transfer device or through a wired data transfer device.

EFFECT: efficiency is ensured and the process of registering road accidents at intersections is automated, and the probability of recognition of VRP is increased, timely detection of accidents is achieved.
