SUBSTANCE: invention relates to vehicle movement control device and system. Device for monitoring movement of vehicles, installed on a mobile object located on a road or near it, comprises a navigation unit for determining its geographical coordinates and time synchronization based on data received from the global navigation satellite system, based on corrections received from base station, locked image unit of fixed vehicle, unit for recognition of state registration sign of fixed vehicle based on fixed image, unit for determination of fixation time for determination of moment of time, unit for storage of data received from navigation unit, fixation unit, a recognition unit, a fixation time determination unit and a computing module. Computing module comprises a map storage unit with a terrain profile pre-built using high-accuracy measurement of coordinates in motion with allowance for corrections received from the base station, and a unit for determining location of said mobile object on a highway by determining a projection of geographical coordinates.

EFFECT: enabling operation in mobile mode.
