SUBSTANCE: present technical solution relates to the field of computer technology for video data processing. A motion vector for a video data block is output from encoded neighboring blocks. Initial motion vectors are specified for the first row or column of sub-blocks, which are located along the left or upper edge of the mentioned video data block, using the motion vector and neighboring pre-encoded external sub-blocks. A set of initial motion vectors is specified for the second row or column adjacent with the first row or column of sub-blocks, using motion vectors of the first number of sub-blocks along the left or upper edge. Initial motion vectors are specified for the third row or column adjacent with the second row or column of sub-blocks, using specified motion vectors of the second number of sub-blocks along the left or upper edge, wherein the second number is less than the first number. The mentioned video data block is encoded using specified motion vectors.

EFFECT: increase in a compression degree due to that each encoding unit always consists of one prediction unit and one conversion unit.
