SUBSTANCE: invention relates to encoding and decoding video signals. Method for decoding an encoded bit video stream using at least one processor includes the following stages: obtaining an encoded video sequence from an encoded bit video stream, said sequence containing an image block corresponding to the encoded image; obtaining a network abstraction level (NAL) block of the picture header (PH) included in the image block; obtaining at least one network abstraction level (NAL) block of the video coding level (VCL) included in the image block; decoding the encoded image based on the PH NAL block of at least one VCL NAL block and the adaptation parameter set (APS) included in the APS NAL block obtained from the encoded video sequence; and outputting the decoded image, wherein the APS NAL block is accessible for at least one processor before at least one VCL NAL block.
EFFECT: lower amount of service data in the process of decoding and higher prediction accuracy, therefore, higher efficiency of encoding.
