FIELD: video data processing.
SUBSTANCE: invention relates to video encoding tools. An encoded video sequence is retrieved from the bitstream of the encoded video. A picture block is obtained from the encoded video sequence. The network abstraction layer (NAL) block of the picture header (PH) is obtained that is contained in said picture block. At least one NAL block of an encoded slice is obtained that is contained in said picture block. A picture parameter set (PPS) contained in the NAL PPS block is obtained from the encoded video sequence. Said PH NAL block and said NAL block of the encoded slice herein reference said NAL PPS block. A sequence parameter set (SPS) contained in the NAL SPS block is obtained from the encoded video sequence. Said NAL SPS block is referenced by the NAL PPS block including a level identifier greater than the level identifier of said NAL SPS block. The encoded image is decoded on the basis of said NAL PH block, at least one NAL block of the encoded slice, the NAL PPS block, and the NAL SPS block.
EFFECT: increased efficiency of video encoding.
