SUBSTANCE: technical result is achieved due to the fact that, when the terminal detects a beam failure in the target secondary service cell, the terminal transmits an uplink scheduling request or a random access request to the base station in order to inform the base station of a beam failure. The terminal receives resource configuration information from the base station, configured to indicate the physical uplink shared channel (PUSCH) resource for the terminal in order to transmit a first signalling of the media access control (MAC) control element (CE). The terminal transmits the first MAC CE signalling to the base station, including the beam failure indication information in order to indicate that the target secondary service cell experienced a beam failure.
EFFECT: increase in the uplink resource usage rate.
