SUBSTANCE: the group of inventions relate to the repair of pipelines and may be used in oil producing industry and oil refining industry, as well as on main pipelines, water pipelines and sewage networks. The elastic shell for hermetically sealing the pipeline contains a cylindrical, two end parts and a nozzle for pumping compressed air. The end part of the shell and its cylindrical part is covered with a non-flammable elastic compound. A sleeve with a flange is rigidly fixed in the wall of the cylindrical part of the elastic shell containing the power frame. The sleeve flange is installed inside the shell under or above a single-layer or multi-layer power frame, or between layers of a multi-layer power frame. A choke valve of a flexible sleeve is inserted into the sleeve. A sample is made in the cover rubber of the cylindrical part of the elastic shell to place the choke valve in it. In the method for installing an elastic shell, the other end of the flexible sleeve with the choke valve is placed in a hole in the wall of the pipeline and fixed with a nut on its outer surface.
