SUBSTANCE: method for constructing a naval base on an open area of water, which allows, with appropriate application, to form an advanced system of naval bases. The method consists in fencing along the perimeter of a section of the sea or ocean bottom, in the complete removal of water from the fenced area by the pumps of an auxiliary vessel, and in the implementation of a drainage system for removing groundwater from the drained area. According to the invention, the enclosing structure is pile shells 3, installed closely above the maximum water level 2 at right angles to the sea or ocean floor 1, after which hydraulic engineering concrete is placed in the interior of the pile shells 3. After the complete removal of water from the fenced area and the implementation of the drainage system for the removal of groundwater from the drained area, the upper layer of the sea or ocean floor 1 is removed, a cement-sand cushion is arranged, on top of which soil is filled and compacted to evenly distribute the load from the designed buildings and structures 15. Under the designed buildings and structures of the 15th naval base, a pile field is arranged to ensure the bearing capacity of the foundations of these facilities.

EFFECT: exclusion of the use of a massive enclosing structure, namely a multi-circuit supporting closed dam, by installing pile shells, which leads to a reduction in the number of specialized equipment, watercraft and workers used for installation, as well as in increasing the resistance of structures to hydrodynamic effects during construction on the sea or ocean floor by placing hydrotechnical concrete into the interior of the pile shells.
